Meteorological work is the “clairvoyant eye” and “sharp ear” in responding to natural changes. Providing high-quality meteorological services to fully safeguard life safety and production development is of vital importance for Henan Province, located in the Yellow River Basin. To cope with the high risks of meteorological disasters, the Henan Meteorological Bureau launched the “Yellow River Basin Smart Meteorology Big Data Cloud Platform” project and joined hands with Info2soft to build a multi-layered, classified, and hierarchical disaster recovery solution, ensuring the continuity of meteorological data and high availability of business systems.
Henan is one of China’s major agricultural provinces. However, due to its location in a climate-sensitive zone, the province faces the severe challenge of frequent meteorological disasters. Extreme weather events such as heavy rainfall, floods, high temperatures, and droughts occur frequently, causing significant social and economic impacts, making Henan one of the provinces most severely affected by meteorological disasters nationwide.
To enhance its ability to respond to meteorological disasters, the Henan Meteorological Bureau has continuously strengthened its monitoring, forecasting, and early warning capabilities over the years. According to the Opinions on Accelerating the High-Quality Development of Meteorology in Henan Province issued by the provincial government, by 2025 Henan aims to become a leading smart meteorology province by strengthening monitoring, forecasting, and service capabilities.
Achieving this goal requires not only advanced meteorological data platforms but also highly available and secure disaster recovery capabilities to handle potential emergencies.
Against this backdrop, the Henan Meteorological Bureau launched the “Yellow River Basin Smart Meteorology Big Data Cloud Platform” project. The initiative aims to enhance the province’s meteorological disaster early warning and response capabilities, building a modern, efficient, and secure meteorological service platform. This platform must handle real-time collection, analysis, storage, and dissemination of meteorological data while providing strong computing support for meteorological operations.
In terms of disaster recovery, the project’s goal is to establish a reliable disaster recovery system to ensure stable operation of the entire smart meteorology big data platform. This system must not only achieve local backup and remote disaster recovery but also meet stringent domestic technology requirements, ensuring that in the event of a major failure, remote disaster recovery can quickly restore operations.
Local backup and remote disaster recovery: Deploying backup systems in the local data center, while establishing a disaster recovery platform in a remote site, ensures that in the event of a local disaster, systems can rapidly switch to the remote disaster recovery center, maintaining business continuity.
Database synchronization and application disaster recovery: Meteorological data, as the core business, has extremely high availability requirements. Database backup, synchronization, and dual-active deployment must be ensured to prevent data loss under any circumstances.
Real-time data protection: For critical services such as weather forecasting and disaster early warning, real-time data backup is required to guarantee recovery at any point in time, even during failures.
Multi-level disaster recovery solution: Different services and data have varying protection requirements. Core services such as meteorological data processing and early warning systems must achieve second-level recovery, while secondary services such as office systems may be recovered through scheduled backups.

For secondary services such as office systems and meteorological display platforms, i2Backup provides scheduled backup and recovery, ensuring quick system restoration in case of failure. Meanwhile, i2FFO ensures full machine backup for these systems, enabling fast recovery when issues occur.
