  2. Facilities with broad socioeconomic impact, such as large sports venues and technology parks.

The primary goal of the Ordinance is to prevent cyberattacks, system failures, or data breaches that could cause catastrophic consequences for Hong Kong’s society and economy. It stipulates three major statutory obligations for all designated critical infrastructure operators:

  1. Governance Responsibility
    Operators must establish dedicated security management departments to ensure the protection of their computer systems.
  2. Prevention Responsibility
    Regular security assessments, risk analyses, audits, and drills must be conducted to ensure system stability.
  3. Incident Reporting and Response Responsibility
    In the event of major cybersecurity incidents, operators must report within the prescribed timeframe and initiate emergency response measures.

The Ordinance also imposes penalties of up to HKD 5 million for non-compliance. Through these measures, Hong Kong is reinforcing global attention to critical infrastructure cybersecurity.
