To safeguard these environments, CSCEC needed to implement a hybrid scheduled and real-time backup strategy, conduct regular recovery drills, and design a scalable intra-city disaster recovery (DR) plan for dozens of systems, with a roadmap toward remote DR expansion.

- Deployed two bare-metal servers in the financial resource zone, serving as backup control and DR servers.
- Integrated DR servers with cloud NAS storage, mapping capacity directly for backup use.
- Centralized control machine issued backup commands to financial clusters, transferring data to the DR server.
- Replicated backup data 1:1 to the intra-city DR center, then synchronized 1:1 to the remote DR center for layered protection.
